Victoria Burke

Prior to joining Cohen & Frey as an associate, Victoria served as a Judicial Clerk to the Honorable Joseph F. Leeson, Jr. of the United States District Court for the Eastern District of Pennsylvania, where she worked on a broad range of civil and criminal matters, including but not limited to insurance coverage and bad faith, contracts, corporate disputes, torts, fraud, malpractice, civil rights, and constitutional claims. There Victoria acquired substantial experience with complex litigation, legal research, drafting, and trial preparation, developing a practical understanding of the strategic and procedural considerations that shape litigation in federal court. 

Prior to working in federal court, Victoria served as a Judicial Clerk to the Honorable Louise DiMatteo of the Arlington County Circuit Court in Virginia, where she supported civil, criminal, and specialized court dockets and gained substantial courtroom and case-management experience. She also served as a Legal Intern to the Honorable Stuart A. Raphael of the Court of Appeals of Virginia. Her experience evaluating complex disputes from the judicial perspective provides her with a valuable understanding of how courts approach litigation, advocacy, evidentiary issues, and case strategy.

Earlier in her career, Victoria worked in private practice, gaining experience in civil litigation, bankruptcy, estate matters, guardianships and conservatorships, contract and fraud-related disputes. Her experience across trial and appellate courts, judicial chambers, and private practice gives her a broad perspective on litigation and allows her to approach civil and commercial disputes with both practical and strategic insight.

Victoria is the recipient of awards for oral advocacy and leadership by the ABA and accredited institutions. Her academic endeavors include publication in the George Mason Law Review.
